NOUN hosts bid opening ceremony for 2024 TETFund ICT intervention

The Directorate of Procurement of the National Open University of Nigeria (NOUN)has held its Bid Opening Ceremony for the 2024 TETFund Intervention for ICT Support in line with the institution’s resolve to promote transparency, fairness  and accountability.

The event, which was held on Monday, May 5, 2025, brought together top management staff of the university, faculty members, stakeholders from across the university community, and potential bidding companies vying for the ICT intervention project contracts.

The opening ceremony was declared by the Deputy Vice-Chancellor (Administration), Prof. Isaac Butswat, who represented the Vice-Chancellor, Prof. Olufemi Peters.

In his opening remarks, Prof. Butswat emphasised the university’s unwavering commitment to transparency, accountability, and fairness in the procurement process.

He noted that the initiative reflects NOUN's strategic aim of strengthening ICT infrastructure to further support its Open and Distance Learning (ODL) mandate.

 “On behalf of the Vice-Chancellor, I assure all stakeholders that NOUN is committed to openness, fairness, and accountability in all its procurement activities.

The TETFund ICT intervention is a strategic investment in our digital infrastructure and a valuable opportunity to enhance our ICT capabilities and we are determined to ensure that the best-qualified firms are engaged through a transparent process and are selected through due process.

I assure everyone that this bid process is guided by NOUN's principles of openness and fairness,” he said.

The Director of Procurement Ms. Abbass Dinah Dija , who underscored the importance of compliance with public procurement guidelines, reiterated the role of due diligence in selecting contractors that align with the university's standards and the objectives of the TETFund intervention.

“This process is not just about choosing firms; it’s about selecting partners in progress. We are keen on working with firms that share our commitment to academic excellence, innovation, and integrity,” she remarked.

The highlight of the event was the official opening of the bid box, conducted by the Chairman of the Bid Opening Committee, the Vice-Chancellor, represented by Prof. Butswat.

He was joined by Prof. Godwin Akper, Deputy Vice-Chancellor TIR (Technology, Innovation and Research) and the Director of Procurement.

The bid box was unsealed in the presence of observers, university officials, and company representatives.

As the box was opened, bidding documents from a number of ICT companies were unveiled and read aloud, in line with the public procurement protocol.
