Procurement Directorate holds financial bid openinig for TETFund’s Special Interventions

The Directorate of Procurement, National Open University of Nigeria (NOUN) has organised its Financial Prequalification Bid Opening for Tertiary Education Trust Fund (TETFund) Special Intervention for Study Centres and Special Intervention for Disaster Recovery year 2025.

 
The event was held on Wednesday, October 15, 2025 at the university’s Senate Building, Jabi , Abuja.


The Deputy Vice-Chancellor, Academic, Prof. Chiedu Mafiana, who represented the Vice-Chancellor, Prof. Olufemi Peters, said the bidding exercise was to show transparency in ensuring a peaceful deliberation in awarding contracts.

Director of Procurement, Ms. Dinah Abbas, stated that the technical bid opening exercise was earlier held on October 2, 2025 and the day’s review of the financial bid was submitted by those that scaled through the technical evaluation exercise.

However, the purpose of these exercises was to ensure transparency, fairness and competitiveness in our procurement process as enshrined by the Procurement Act 2002.

 
Our objectives are to identify and confirm the bidders, companies and individuals who have submitted their bids; review and verify that each bid meets the requirements outlined in the advertisement and also conduct the bid opening in a fair and transparent manner.


The financial bid will be opened, which will be evaluated and forwarded to the NOUN Tenders Board for further approval, while the technical prequalification bidders evaluated will be sent invitation letters to submit financials,” Ms. Abbas explained.

 
Observers such as SERVICOM and ACTU representatives were all present at the event.
