Directorate of Procurement holds bid opening exercise

The Directorate of Procurement, National Open  University of Nigeria (NOUN), has held its technical bid opening exercise for the year 2025 Tertiary Education Trust Fund (TETFund) zonal intervention.

It seeks to renovate various buildings for the NOUN’s Study Centre, Owerri, Imo State.


The event took place on Thursday, July 31, 2025 at the NOUN Senate Building Conference Hall, Jabi, Abuja.


The Deputy Vice-Chancellor, Academic, Prof. Chiedu Mafiana, who spearheaded the opening of the bid box, noted that the purpose of the exercise was to observe and monitor how the bid box would be unveiled.

Mafiana acknowledged the presence of TETFund representative at the exercie, saying that, you are here to witness what we are doing today and also the finances given for this exercise."


On her part, the Director of the Directorate of Procurement, Ms. Dinah Abbas, explained that “our major objective is to identify and confirm the bidders, the companies and individuals who have submitted their bids.”

She added that the exercise was also aimed at revealing and verify that each of these bids meets requirements outline advertised earlier and then conduct bid in open and fair, transparent manner. 

The bid box is there and we examine its lock before opening. Afterwards, our evaluation team will assess each technical bid based on the criteria.”

Shortlisted bidders who meet the requirements and evaluation procedures will then be invited for the financial aspects, Abbas added.

 
The successful bidders will be recommended and presented to the university for the approval of the award,” she said.


The Head of SERVICOM, Mrs.Foluke Adeniran and the representative of NOUN Anti Corruption Unit (ACTU) witnessed the exercise.
