NOUN Reaffirms Commitment to Transparency in Public Procurement

The National Open University of Nigeria (NOUN) has reaffirmed its commitment to transparency, accountability and due process in the conduct of its procurement activities.

The Deputy Vice-Chancellor, Technology, Innovation and Research (TIR), Professor Christine Ofulue, stated this while presiding over a public bid opening exercise at the university’s headquarters in Abuja on Wednesday, August 26, 2026.

Representing the university management at the event, Professor Ofulue said the exercise reflected NOUN’s determination to uphold the highest standards of integrity, fairness and openness in compliance with federal procurement regulations.

She explained that the projects and service contracts covered by the bidding process were aimed at improving infrastructure and enhancing service delivery at the university’s headquarters and study centres across the country.

According to her, public bid opening is a critical mechanism for promoting accountability and strengthening public confidence in the procurement process, as it provides equal opportunities for qualified bidders and ensures transparency in the management of public resources.

The exercise attracted contractors, representatives of bidding companies, civil society organisations and other stakeholders, who witnessed the opening of bids in accordance with established procurement guidelines.

The DVC assured participants that all submissions would be evaluated fairly, objectively and in strict compliance with the provisions of the Public Procurement Act and other relevant regulations.

Also speaking, the Director of Procurement, Mrs. Dinah Dije Abbas, assured bidders that the evaluation process would be thorough, transparent and professionally conducted.

She added that the outcome of the exercise would be communicated to all participants in line with applicable procurement procedures.

The bid opening was conducted openly, with bidding documents reviewed in the presence of stakeholders and representatives of the participating companies, further reflecting the university’s commitment to best practices in public procurement.

The event ended with a renewed emphasis on transparency, accountability and responsible resource management as NOUN continues to strengthen institutional development and improve service delivery across its operations.
