The Directorate of Procurement, National Open University of Nigeria (NOUN), has held its agenda for financial bid opening exercise for the year 2025 Tertiary Education Trust Fund (TETFund) Special Intervention.
The event took place on Wednesday, October 29, 2025 at the Senate Building Conference Hall, NOUN headquarters, Jabi, Abuja.
Deputy Vice-Chancellor, Academic, Prof. Chiedu Mafiana, disclosed that the bidding exercise was aimed at ensuring transparency at every stage of the procurement process.
”We are conscious of the fact that not everybody will win.,We thank the observers for their acknowledgement that the whole exercise was sincerely carried out.
Procurement should ensure the right persons get their award of contracts,” he said.
Prof. Mafiana, appreciated TETFund for their support and partnership with NOUN.
The Director of Procurement, Ms. Dinah Abbas, noted that the projects for the bidding exercise were the provision of fibre optics network data and internet connectivity supply for some selected study centers in the university.
The beneficiary study centres, according to her, would be provided with the fibre optic network, data centre equipment in the categorisation of North-central, South-west and South-south; North-east and South-east, as well as North-west regional hub.
There was also the proposed rehabilitation and furnishing of Ezeoke -Nsu Community Study Centre of the university in Imo State, inclusively, she said.
While speaking, Abbas added that “We are here to review the financial TETFund bid for the year 2025 and the Technical was held on the 15th October, 2025.
“The purpose of this exercise is to ensure transparency, fairness and competitiveness in the procurement process of the 2027 Act accordingly.
”The box will be opened and evaluated where the evaluated report will be recommended and also forwarded to the Directorate of Physical Planning for the fibre optics upward review before presenting it to the Tender’s Board for approval of the award.
”We all look forward to a thorough evaluation exercise,” she said.
The representative of TETFund, Bayaro Nanatu Zege, appreciated the openness of the bidding exercise, saying that “I am sure everyone here is satisfied with the bidding process that has just taken place and we wish the bidders the very best and hopefully in seven weeks to twelve weeks time, we will be here for monitoring and pray to witness a complete project.”
Miriam Okpe from the Savage Africa Initiative, ACTU Head of Unit, Mrs. Nzenwa Doris and SERVICOM representative were all observers at the bidding exercise.
